It's strange.
1. in a empty HTML pane enter a few letters, for example FFF
2. do the hyperlink.
3. it doesn't work
 
Same with a first line in HTML pane
 
Now.
1. Enter a few lines in HTML
2. now do the hyperlink in some word in the second line
3. it works

Thanks for reporting. I've fixed a few issues regarding hyperlinks in the HTML pane in v0.9.25
