Is there a way to lock the position of the HTML Pane on the right, so that when I move my IQ main window, the HTML Panel moves with it?

Do you have the HTML pane free floating?
If so, click within the pane, and press F11 and it will dock (usually on the right side on the IQ window), if it's not positioned where you want it, drag it by it's titlebar and position it where you want within the main window.

F11 locks it on the top. If I move it to the right, it becomes free floating. I can never seem to get it to be locked on the right.

I'd like to be able to do more of what that link shows. I may be wrong but, at the moment, it seems more limited within IQ.

I just drag the html pane as shown, until the cross-shaped cursor appears, and place the cursor over one of those odd-looking boxes (and you get a shadowed preview as shown as to where the destination is), then drop. It should then stick in that location.
As shown, it will stick to the right side.
