I beg your indulgence from the outset: but when is a item saved to the database?
 
If an item were a record in either a flat file or relational database, I could block the record from being saved until all mandatory fields had a value input into it. Can I do the same thing in IQ? I have a field called "page" the value of which should correspond to the page from the source of the item I created. I need this field to be a mandatory field because I don't want to output my grid only to find that I do not have a page for an item that does not correspond the page from the source I am outlining.

As soon as editing stops, so after you enter a field-value for an item

No, you can't prevent IQ from saving field-values

You can set the grid source to : MyGridSource AND Page
 
This way, if the field page is not entered, the item will be shown in blue (make sure the grid is set to auto-update in Grid>>Properties). Also, if the page is not set, on a refresh, the item will not be displayed in that grid.

In what "view" or in what "screen" do I enter "MyGridsource" I.;e., where do I enter the value for that field?

"On the fly" you can revise the source of the grid
Grid Source EditBox  (you may have to alt-s if the bar is not showing)
 
In the manage grids dialog, you can set it under "source":
