Doesn't always show up when grid is running off screen
User forced to scroll over by arrow
intermittent, don't know if it's since new grid
usually closing & reopening view cures it

Currently don't have this problem. Are your panes (properties/HTML) open ?
Or... Maybe this happens while using the column filters ? I noticed a while ago that scrolling bars would disappear for a few seconds when filtering large numbers of items with the column filters.

I have to dbl check at instances when this happens, i.e. whether HTML pane is open, docked or non-existent
However,
I work the properties pane open at all times
and
it could be w column filters on because I've been working like that recently
so
will dbl check that as well
