Level 2 item with two subitems.  Select item field of second subitem.  Do not enter edit mode.  Press Ctrl+C,  Leaving second subitem selected, press Ctrl+V.  "Select where to add these items" prompt.  First option "Same level as the current item" is default.  Press enter to confirm.  No item is added.

With second subitem still selected, press Enter.  Third subitem is created and selected.  Press Ctrl_V again.  Select first option again.  Added item remains blank.  Highlight returns to the second item that was copied.

Same as last paragraph, but after pressing enter to create and select empty third subitem (item 105954), press Up key to select the second subitem that was copied (item 105939).  Press Ctrl+V.  Item 105954 now appears as the second subitem and is still blank.  Item 105939 now is the third subitem.

Maybe I've got this wrong, but I expected that after selecting the second subitem, pressing Ctrl+C, then Ctrl+V, then the "Same level as the current item" option, a copy of the second subitem would appear immediately below as the third subitem.
