1.  I have top level items that require some editing. I highlight what I want to delete and press the delete key. Nothing happens. Shift+Delete works as does Backspace. Why? Worse, why did I not notice this before?
 
2.  Tools | Keyboard Shortcuts | View Custom Shortcuts. The tool tip for this displays "Save." This is wrong, right?

I can't reproduce issue #1. I know I have keyboard shortcuts issues (rare) from time to time. As if some keyboard events weren't detected by the interface. This usually disappears after an IQ restart or sometimes just a grid close/reopen (can't remember).
 
Issue #2... Yes, a couple tooltips seem a bit off there. :)

Happy new year Armando. This issue does not resolve upon restarting IQ. It is consistent behavior for me. I have no custom shortcuts.

it works fine for me with W5
(I did have this - or a similar problem before at some stage - sorry, dont know if I reported it)

Just tested w the following steps & delete worked ok
 
In an existing TLI
<F2> edit mode on <END> of line
added text to the end of  the TLI
<F2> edit mode off
<F2> edit mode on <END> of line
selected extraneous text
<DEL>
 
At one time, what you describe, i.e. having to use <BackSpace> to delete had replaced <DEL>  but that seems to have changed.
Don't know if it was because Pierre reverted to earlier grid version which was having various problems reported on the forum
