possible bug, this has been around for several vers. and the bottom of each toolbar is either cut off or all of the icons are floated down below center. The text menu is fine but all the rest, the tops of the icons are at about 2.5 down if you use the 3dot handle as a guage.

First time I see that. It's never been reported before.
Pierre will probably know what could be the cause of it, but... When does that happen ?

I have no idea what could be causing that... could you have modified aspects of the Windows Display UI ? Could you try resetting these to a standard theme ?
 
Also, please supply OS information
