Today when I use Ctrl+Shift+S to split an item, the second part of the item (after the split point) is appearing as a new item not immediately below the first part, but two items after the first part.

It is happening all the time ? When I try it here, it work.
So I test under the right conditions:
Were you in edit mode ?
If editing, plain text WYSIWYG editor or Popup editor ?
First pressed Ctrl+Shift+S while in the wysiwyg editor. The "after split" item appeared immediately after the "before split" item.
Then I pressed Ctrl+Shift+S while in the popup editor. The "after split" item appeared two items below the "before split" item, i.e. there was one intervening item.
Also another thing to look for when splitting item in wysiwyg editor - when I split before two spaces, the "after split" item displayed " " which is probably not what you want for wysiwyg editor.
