After doing a dropbox sync:
  1. I lost the layout
  2. I lost the colours (see error message below

Error loading colors specific to this IQBase. Use Tools>>Options to set these again. (You can open a backup file to retrieve the item color settings)

I'm wondering is there files I can copy from the 'functional' PC / IQ file to restore these two? Or do I have to:
  1. restore layout manually EDIT// I see layouts are stored in 'your-file.ini' -- will try copying that over
  2. restore colours from backup as suggested

All resolved by modifying the IQbase on the machine where it was okay. Then waited a bit and resynced when offered on second machine.
Colours AND layout were correct again.
 
Pierre can you confirm that Layout is not synced?

Exactly, by design as different PC may have different screen sizes / monitors
 
Checkout what's in YourFile.ini to see what is instance specific
