Can I set IQ to show grid's tabs distributed through multiple rows, such as simulated in the snapshot below?

That doesn't seem to be available.  If you haven't already, you might try vertical tabs -
 
Tools > Options > Program > General > Workspace Tabs  > Tab position  > Left

The UI framework is capable of it but I haven't enabled it. For now, vertical tabs is your best option

Actually, vertical tabs take too much space.
Since InfoQube UI framework is capable of it, I moved this thread to suggestions.
It would be great to use the grid's horizontal tabs distributed through rows.
