Pierre,  Here's the situation.
 
user wants to <ctrl>drag / drop an item to another item in another grid via tab
tab opens when cursor hovers over it  (user still controls drag / drop item).
user wants to drag / drop onto a particular item, creating a sub-item so
user drags down the list of items in new grid.
If scroll is needed to find the proper item, IQ does not scroll when cursor hovers at bottom or on the scroll bar so
user has to drop item, scroll down, pick up item again & continue
Finally when user gets to item -- if it has sub-items but is closed -- IQ doesn't 'open' the item so
user has to drop item under the target item creating a sibling
user then clicks the closed item to open it and, finally,
<alt>right on sibling to create sub-item because drag / drop onto target item doesn't create sub-item here
 
Now maybe I've missed something but if the above is the case, well........ I think you can see the problem
Perhaps I should look @ this problem another way but I come across this situation quite often in my daily workflow

There are effectively issues of user friendliness. Drag & Drop could be a bit easier. But it does work.

Nope. It actually scrolls. You just need to find the right spot where it starts scrolling (just a bit over the horizontal scrollbar.

It actually "open"s the item, but you have to hover your mouse over the [+] or [-] or whatever is the expand/collapse symbol in your case.
 
You can also drop it on the first letter of the item and it will automatically create a sub-item. Yes, this one is awkward. I just got used to it...
 
[edit : you can also open the item by hovering the mouse over the "expand/collapse" symbol and then continue dragging the item exactly where you want it among the sub-items]

See above.
 
 
So, yes, it needs improvement... But it works if you do it this way.

good to hear the workarounds, I'm presuming Pierre will try to make this more user friendly so also good to point out the difficulties!
 
I've just gotten used to it being a hit and miss thing where I often have to use Alt+RightArrow to move new item "into" item above it
so, again thanks for the tips Armando

Yup, you're right Armando.... on all counts, including a big need for improvement.  Thanks for pointing out how to make it work currently.

I believe the d&d limitations are linked to the grid itself... might get better in the future.

Yes, Armando, created a nice book page on drag & drop & new users will certainly be grateful that he did,  but it doesn't change the fact that the functions are really funky & need to be improved. Even knowing what I know, it still takes me much too long to find the exact spot to tickle IQ to do scroll or to expand when d/d.

Unfortunately, this is build-in into the grid and I can't do more than ask for improvements from the grid supplier
 
I'll change the icon when on these hotspots... Will that help?

but, by the same token, I'm assuming you paid for the grid from someone who has supplied a not-so-hot product. Providing a single line or one pixel to catch the wave is ridiculous. Maybe we can sign a petition or something to enhance your complaint.
 
Given that much of IQ's usefulness involves drag / drop (especially between panes) this deficiency is not a minimal inconvenience IMHO. It's a big PITA which  can be fixed easily. Even if people don't get the intricacies of IQ, everyone understands & expects certain behaviors from drag / drop.
 
Sorry for the rant but laziness or incompetence by the grid maker really pi - - - s me off.
