This should be an option next to option 1.2.13 'While editing, Enter creates new items' option. 
 
If you're managing to do lists instead of outlines, you don't want to accidentally create a bunch of blank items when you reach the end of your list.

I agree with Mark. Not sure I'll ever need that option anyways : pressing enter is simple enough for me  -- more like a word processor (no word processor creates new lines by pressing the down arrow.)

Just a little reminder... Since I daily run into useless item creation because of this new feature. Even when I'm in selection mode (shift+ down arrow) am I creating bunches of new items. I really think this option should at least be... optional. Or just eliminated.

I see your point.
 
This feature is now a grid setting and disabled by default (grid>>properties>>options to enable)
