I find the field pop-up tool tips quite distracting. They're a web-interface punt. But I'm a big believer in hovering for details, and previewing unselected items.
 
Is there any chance the field value display could be moved into a pane, so the user could control its presence, size and location? Display could then be automatic, rather than conditional on field length and hover time, presently a bit unpredictable.
 
I recognize that panes don't scroll easily when they're filled by hovering, and that dedicated window space isn't always available. So pane vs. bubble would ideally be a user preference.

I believe I see now why the behavior of tool-tip field details seems intermittent.  The tool tip pops up only when the data in a field is pressed up to the right edge of its display cell. But it follows this rule on multi-line fields as well, where no truncation is taking place. Thus it appears at times and for reasons unexpected by the user.
 
So I'd like to request that tool-tip field details display only where a field has actually been truncated. Guessing that was the original design intent.
