Steps to recreate

In grid 1
create an new TLI
Add a child
Add a grandchild

In grid 2
create a TLI
select TLI & turn it into a link to grid 1 > grandchild
<CTRL+K>enter grid 1 grandchild ID item > close

Click newly created link

Result
Scratch pad > grid 1 / TLI w flag indicating children
dbl click on flag > displays grid 1 grandchild w flag indicating children

So, there are two notes:

1. link leads to TLI rather than correct item
2. linked item flag indicates it has children (it does not)

Perhaps
1. is by design, i.e. to provide context. That I don't know
2. has been mentioned in other threads, I think Armando had a comment on improperly flagged items & I dittoed. This is an instance that I can re-produce.

Unfortunately, I can't reproduce the problem.
 
I did exactly what you  explained, and my link opens the scratch grid and displays the right item.
 
I tried it with a sample DB, using the Welcome and  AdrsBook Grids. (I created new items in these though)
 
P.S. it would however display an expanded 2 level hierarchy with a visible context parent if the context parent option was on (but, in your steps, it wasn't).
