Well I found the bug (I mentioned it before but couldnt reproduce it)
 
Make the # column barely wide enough to show one digit.
If you hold the mouse over the column (.9.25B) you will see the new move-cursor, whether the # column shows a number or simply the three dots...
Bug is:   Click to drag-drop an item - it makes a selection box instead.
 
NB  - the trick is that the column is barely wide enough to show one digit of the number - it will only show the one digit for the first 9 items in the grid.

I can partly reproduce that. The problem in this case seems to be that the "editable area" is so close to the line that the cursor changes a bit too quickly.
To reproduce what you said I have to click on the  # column line or one/two pixel left of it.
 
Edit : I can also reproduce it only when I directly select and drag. If items are already selected, I don't (can't) run into this problem.

Here it's pretty clear with the new selection cursor - with the # column at this width, no matter where I click in the # column I get a selection box when I drag.
I can reproduce this in two installs (a clean one and my 'daily' install)

 
I dont know how to do screencasts - but will have a look (jing) when I get a chance, maybe later.

Don't worry, it doesn't really matter as it's merely speculation.
What I meant is that the cell's editable area (which isn't editable in the # column's case) is so close to the column line that the mouse cursor changes when it shouldn't.
 
If I click at the left end of the cell rather than the right end , I can drag and drop, even if the # colum barely shows the first number.This is always the case here.

True I missed that - I'm just not really a scientific type lol
