Possible solution. See video: /drupal5/files/351/editor pane mode.swf

good idea I think !! - making a major change in the interface/toolbars when browse mode is implemented.
As someone who seldom uses browse mode, I've gotten caught at times wondering why I couldnt edit in the html pane... turned out to be simply in browse mode, silly but happens...

I agree with tom, hiding or disabling options depending on the chosen mode is the way to go. I think Pierre had some plans along these lines (e.g. : advanced and normal mode for IQ)
--------------------------------------------------------------------------------
Windows XP Home Edition, Service pack 2
Dell Vostro 1500, Ram:3gb, CPU:Core2Duo T7500 2.2ghz

well, that was based on Dave's suggestion in the video - not so much advanced/normal modes as:

say, in Browse mode, the url bar would show, in "Edit" or non-browse mode it would disappear, and maybe the formatting toolbar would show....

 Tom,

I agree. I'd like to see something like this with specific controls presented for each selection I've put in the drop-down list:

Editor Pane Mode:

I guess you could even have an Advanced mode if needed. However, I'd like to see RTF be the default mode and not have to do a conversion from HTML the first time I try to write something in the RTF pane...that is a PAIN!  I think HTML mode is primarily for developing web pages and RTF for producing documents. For this reason, I think RTF should trump HTML. That is to say, there are more users producing documents than there are users developing web pages.

Editor Pane Mode:
