Using most current version, was unable to alter font and font size from Menu > format 
HTML pane view was not in browse mode
closed, re-opened  IQ w/o change in this behavior
 
Steps to reproduce:
create new item
in HTML pane, add some data 
I used bullets which worked
select all data
Menu > Format > Font
I chose Courier New, size #3
 
Can someone confirm this? Tks

I had a lot of trouble adding anything to the HTML pane when I opened it first (using it very little at the moment)
I got distracted by a phonecall & was then using other apps - then I was able to add text.
 
Had no trouble formatting font to the size-choices given. That means, I could not change the font to 3 points - it changed to 36 - i.e. it selected the only 3 shown on the size drop-down list (36) and changed text to that size...

Are you using the command steps that I listed? I ask because of the font size 3 vs 36. I don't see a drop down w pt sizes. 
I also don't understand entering data after leaving IQ & returning to it. 
Are you not able to create an item with a blank HTML pane where you can enter data?
Is it in browse mode or Code view, ie what's the view setting?

 Well, I followed your steps but I think we both still did something different
I clicked on Font - which opens a format dialog.
You used Font's sub menu.
 
I tried it now with the sub-menu.
It works - but it's impossible to change more than one aspect at a time, and it's buggy:
 
Select text in HTML pane
Select Font in the sub menu - it immediately closes and the font changes
 
EDIT the following is with a floating HTML pane EDIT
 
Repeat process for size - it does not work initially:
The Menu will not show - you have to click in the HTML pane again, in order for the Menu to show at all - of course when you click in the HTML pane, your selected text is deselected.
 
The HTML has been weird that way for a while now though - if you want to close it with the mouse, you have to click right in the pane first (where the text is).
 
I wonder if it would be better to just get rid of that Menu>Format>Font sub-menu?

The other probelm I mentioned is a bug - it's not related to your problem I dont think so will report it seperately
