View > HTML Editor > New HTML Editor often takes as long as 5 seconds to open the new window.  Is there anything that can be done to speed that up?
 
Also, it's a small thing, but wouldn't the verbiage "open HTML editor" be better?  "New" usually suggests the user is creating something new, whereas in this instance the user is probably usually just trying to "open in new window".

And another request related to this.  Can opening the HTML editor in a new window make it a true (Microsoft Windows) new window?  I am often entering notes in a new HTML window related to something I am working on in another application - I want the application open on part of the screen and the HTML window open somewhere else.  The problem is that every time you type in the new HTML window it brings the main IQ window back to the forefront.
 
While it's possible to get around this by resizing the main IQ window and moving it behind the HTML window it's laborious.  And if you do that, then if you want to move it you have to move both windows.

It has been this way for quite some time - on both computers (Windows 7, 64-bit).  Both computers are fast and have lots of RAM and in almost every other respect IQ responds instantly.

OK,
Could you try to create a new folder in Documents and copy a fresh IQ portable in it. Open that IQ and check the HTML pane time to open
