Is there an easier way to assign an item to multiple parents?  The only thing I could find in the help file is: Ctrl + Click + Drag & Drop.  That doesn't work for me.  Nothing happens.  Maybe one time out of 20 it'll work
 
Is there some keyboard command I can use?  Didn't see anything in shortcuts.

I'll add support for multiple parents when using "Add marked item as child".
I've also wanted to fix the Paste Special command. I could add Paste as sub-item command

That would be great! I've asked for that a couple times. : )
 
Pasting the same thing under multiple items would also be good (like what you want to implement for "add marked item as child") -- we could then copy and paste a small hierarchy of selected items under many items in a second instead of doing it in several minutes.
 
 
Just to make things clear for Wayne as the help file is not up to date for parent-child linking: 
 
1- There's ctrl+drag+drop.
 
2- There's xml copy/paste (selection in the copy dialog) -- if you pick the option to paste as a link to the current parent, you'll have a new children-parent relationship.
 
2- and there's marking : select items, mark them*, select another item and click on the "add marked items as children" (item context menu option)
 
 
 *right click on item: it's a the bottom of the item context menu -- you can create a shortcut for that (I have ctrl+t for selecting, ctrl+alt+t to add items to the current selections, and ctrl+shift+t to add marked items as children of the currently focused item)
