Difficult one to search for here: may be an old / known situation.
 
I have two copies of one grid open -
I hoist each to a different item.
 
When I close and reopen IQ, the views have synced i.e. both grid views now show the same hoisted item.
 
Is this a limitation of the grid / IQ, or can it be made to remember the different hoists?

It would mean that IQ would need to consider temporary duplications of the same grid as different grids when not in the same position.
One way to work with duplicates of the same grid with different items is to save the grid as a copy (Grid->save as), with a slightly different name. And then delete it when you're finished with it.
