there is a feature for IQ:
Share this information with co-workers. Multi-user simultaneous editing is built-in! MS Word and Excel users can read and use your IQ data " 
 
I had tried to open/edit same database in my office LAN's shared folder, I expected that "PC 1"  will popup a message when "PC 2" is editing the database, but I tried several times, and even added several hundreds items from one PC but nothing/no message or signs can been seen on the IQ grids from the other PC.
 
so I would like to ask for your opinion that how can the IQ database been used by multiple PCs properly without conflicting ?

The IQ Base is actually a JET database, so it supports simultaneous access. The basic information unit is a field value, so the same item can be edited from multiple places. If the same field value is modified in more than one location, the last one will prevail.
Changes by other instances are not auto-detected, so grid refresh is a good idea to ensure that the values are the most recent ones.

What about using the Dropbox sync function to achieve multi users working with notification? since I saw my own laptop IQ which sync my office database via Dropbox, update me whenever I open it that the office IQ already change the database, asking me if apply to that updated database.
Is it working if I sync all my office 4 PCs with the database in my personal Dropbox folder which been shared to all ?

If you do very low usage, of mostly read, perhaps, but dropbox sync is really not meant to be used as multi user. If you're on LAN I recommend the built-in JET multi user
 
I'll see if I can implement auto-update when on LAN. Should be feasible

In v101:
  • New: Multi-user: Improved multi-user support. Changes made by other users on a LAN (or other instances on the same PC) are detected and views auto-update
