Within the item editor, how do I make a menu of commands appear rather than or in addition to icons.

I'm asking this question basically from a productivity standpoint.
 
After I have created an item, I often have a need to do some highlighting of key words and sentences, while they are fresh in my mind.
 
Unfortunately, I find that in the case of highlighting, I'm unable to hit a keyboard hotkey such as Crtl-H.
 
I often use a keyboard macro manager, in my case Macro Toolworks (it can be some other for that matter) to define the command. But in order to define the command, there need to be a way to access the command menu to execute the command within the item editor.
 
Having a keyboard macro manager in addition allows me to keep certain frequently used commands consistent across different programs and they can be quite versatile in many other ways as well.

Very belated reply:
 
I'm presuming you mean like a classic menu (File | Edit | etc) ?
 
in theory you can create a menu:
 
Right-click a toolbar, untick/close all toolbars apart from standard one; then click customise
Create a new toolbar
Expand the menu item in the standard toolbar: Ctrl+drag 'File' to the new toolbar. Repeat for each of the other top-level entries in the menu
 
You should then have a full menu in the new toolbar
File | Edit | View | Format | Insert | Table
 
Bug report:
Unfortunately what happens once you confirm is that the entries Format | Insert | Table disappear from BOTH menus.
