In Options > Document Pane, I have unchecked "Ctrl + Left Arrow collapses Heading above paragraph", but the collapsing still happens.

Works fine here... notice that the setting is for the heading "above" the current paragraph. If you're in a heading, Ctrl+Left arrow should still collapse it.
To be honest, I would quite like a setting to just turn it off altogether (though not as a priority!). Ctrl+arrow keys is ingrained in my writing habits as I move around in the text - whether the cursor is in a heading or below it. I find it quite distracting - I think I'm navigating and suddenly the text has disappeared...
