 I've added links to a number of jpg files that display properly in the HTML pane, but I've come across a couple that don't.  As far as I can tell, the format of the images and items is identical to the ones which display properly.  These jpgs have all been saved to a local folder.

Your links are web pages not jpegs. I need more info (what part was captured, how, etc)

I saved the image in the slideshow, the photo of the letter, to my hard drive by right clicking and "saving as".  After creating a new item, I went to the HTML pane and tried to open that file.  No picture would show in the HTML pane, only a small box with a red 'X'.

Are the saved jpegs readable by other software?
I have no trouble here opening a jpeg from the harddrive - but I havent done it much
 
I had a go at the first linked there - it didnt work
 
maybe to do with the file name (?) -

note the periods towards the end before the extension
 
[edit] not to do with those dots either - I removed the numbers & extra dots & it still doesnt show so cant help any more [/edit]

 I can open the files with an image viewer like XnView. And it isn't the file name, I gave the file a new, simple name before trying to open it.
 
I've linked a number of images, many with the same file extension (.jpg), but these two don't want to show.

my older version of photoshop cant open it either (I normally have no problems with jpegs from other sources) - so it is something to do with format - maybe it's some newer type of jpeg?

Internally, IE is used to view / edit. Can the image be opened in IE ?

 That's the problem.  The image can not be seen in IE.  I'm sure MicroSoft is getting right on that...
