I keep saving the grid order in the grid management dialog. Everytime IQ restarts, the order changes. I can reproduce it every single time.
However, I don't understand how the order that appears is set when I create new grids... It's like semi-random.

I can confirm partially. On my install, the grid order does stick, but there are some bugs. For example, if I have ten grids numbered 1-10, and I want to move 10 from last to first.  I can successfully do this, but on re-start 10 is no longer on top, but in second position. I have only had time for limited testing, but this is repeatable.

(Grid order was only saved when (1) something else was changed in the grid definition or (2) the grid was opened)
