Is this by design? Is this a good idea? I can see the pros and cons.

I believe it's a bug, especially since it's apparently unlimited in how many dialogues ou can open up! (I opened up 8)
I also got the field management to show up twice, but then couldn't re-create that.

Me too. The pane was docked and I was able to open a floating window. But like you, this can be replicated erratically.

I don't think there would be many pros to have multiple "manage grids" instances... I'll file that as a bug when I have the time. Thanks !

This is fixed in v0.9.25J. If the Manage grid dialog is still open (it is not modal, I believe by design), focus is simply moved back to it.
