Is there a way to change the user settings directory? I would like to do it particular for portable so I can separate my program files from my data files.

I think you have to edit one of the ini files. The procedure is straightforward.

Any thoughts on what ini file, the two I know are in the user settings directory so I don't think it could be them. I don't see anything with or about the user settings path in them either (options.ini or settings.ini).

 User settings is saved in apppath/users/YourName (for portable IQ).
 
There is no way to change this currently. You could use a symbolic link (junction in XP). There are free tools to create / manage these.
