Is there an option somewhere under Tools>Options?
 
I used to always be asked every time on startup (unchecked it to stop being asked).  However I don't want to be asked every single time I start up, I just want to start up with no tabs open.

I know it's not what you're requesting, but I was going to suggest as a workaround going back to using the 'Restore Layout' dialogue, and simply use the arrow-key to move selection and press return to confirm.
 
Except the arrow-key does not work on the 'Restore Layout' dialogue i.e. selection is not affected (seems to be a mini-bug Pierre)

FYI You can also press the number associated with each button in the dialog to simulate pressing the button

Got that mini-bug squashed in v60 !
 

In v60: 
  • New: Tool > Options: Option to not restore layout when opening files
