Using version 69.
 
I had to copy / paste some structured text into IQ and none of the paste options produced the results I was looking for. (Please, this is not a big deal and requires no attention. The selection was unusual and I could easily massage it into what I needed.) I tried paste special and nothing happened. I don't think I have used this option before, so I don't know which additional choices it is supposed to offer or if it ever worked.

Paste Special for the grid outline is coming soon.
You can try to paste in the HTML pane and then to the grid. Perhaps it will do what you want

I really don't use the html pane. I prefer to use IQ as a single pane outliner (for the most part). You are saying that paste special, although appearing in the right click options and menu for a grid, is not implemented yet? What do you envision for this command?

Yes, it needs updating, to something similar to that of the HTML pane
