I'd really like to be able to bookmark all my open browser tabs to IQ, where the tagging and organizing options are endless. I use bookmarking not just to save sites of particular interest, but as an activity monitor, so I can retrace my steps, find projects to resume and pick up where I left off. For me it's a nearly indispensable method. I imagine browser extensions would be a big jump but perhaps some kind of sync mechanism with the Chrome / Firefox / Edge / IE Favorites bookmark stores would be possible at some point.

It is already possible (most likely at least) as IQ can sync with SQLite databases, which browsers use. See Import Firefox Bookmarks
Now the question is: In what database / table does Chrome et al store the "tab" history.

Were you thinking of the currently opened browser tabs rather than all your browser bookmarks? If so, maybe look for an extension that writes a list of the currently opened tabs with URLs to a file.
