1) Firefox clipper can't be used on current Firefox edition.
 
2) I was using the universal clipper but it eventually stopped working.  I thought I'd give it another try but when I go to options the clipper section (1.6.19) is grayed out and can't be set.
 
Is there anything I can do to get the clipper to work in Firefox?

Made a little progress.  I exited my active text programs (clipper and word expansion), and closed all my InfoQube files,.
 
When I opened a single InfoQube file, the clipper section of options was no longer grayed out.  I set a shortcut and tried it.  I did get a dialogue to come up but
both the URL and text sections were blank.
 
 
When it was working well, it'd automatically put in the URL and a decent title in the text box at the top.  It eventually stopped doing that, which is why I stopped using it.
 
Any ideas on this?

1- Confirmed that the clipper / new item shortcuts cannot be set if the IQ instance is not the first one opened. That is, only the first instance can make changes to the shortcuts, because it is the one which registers these shortcuts
2- Are you sure you select some text in a browser and then hit the clipper shortcut ?
3- What happens if you do the same in a word processor (Word, Wordpad, Notepad, etc) ?
4- When you set the shortcut, do you see a pop-up message (bottom left of screen) saying there was a problem assigning a shortcut ? Win+C is problematic and requires disabling Cortana (Win10). On Win8, I believe it was the "charms" pane. On Win7, I don't know. Try something else. What works fine here on stock Win10 is to delete the Win+N from the New Item shortcut and assign Win+N to the clipper shortcut

1). OK, good to know
2) Tried it both ways many times.  Brings up the same blank dialogue.  When I used it before, I don't think I selected text and it still worked, but I'm not sure.  Maybe I selected the article title so that would appear in the top box.
3) Same result
4) No pop-up message even when the combo proves to be already taken.  I tried 12+ combo's and tried using something other than the Win key.  When it worked (ie combo wasn't already taken by another command) it always brought up the same blank dialogue.  None of my shortcuts use the Win key (new item is Ctrl-F7).

I'm improving the hotkey parsing and processing. Perhaps it will fix your issue
 
However, as your dialog shows, you were not clipping but adding an item, so it is expected that the dialog is blank. There are 2 hotkeys, one for adding and one for clipping

v111f (patch) is now online. it improves the hotkeys parsing and processing. Try it out and report back !
 
(basic format is {Win}C, but other formats are now supported, such as {Win}+C and {Win}-{C})
