It is a limitation of the toolkit I use... which is the same as is used in URp which leads me to a question... are you sure URp can do this. I have 3.5e and see a single tab workspace with only 1 tab visible at once.
 
The combo views will support arbitrary grid placement
 
You can open 2 instances of IQ to achieve this somewhat

Exactly... panes can be placed anywhere, but URp has a single tab-workspace, which cannot be split in any way

if that was what you were looking for Jan, see Pane manipulation in IQ - images 9 & 13 (currently anyways - Keith may be changing them) for how to get the panes to 'split' (for want of a better description)
